公民参与行政是制约单边立法、实现依法行政、监督行政合法性的主要方式之一。当代政府和人民对依法行政的高要求亟需对公民行政参与做更全面深入的研究。本文首先通过公平公正理论的探究,理清公民行政参与理论上的作用,进而通过对我国国情的具体分析,总结出在我国推进公民行政参与现实意义。本文认为,公民参与行政是促进依法行政的推动力量,应该扩大公民参与行政的渠道,完善行政立法程序,为推进公民参与行政创造更好的条件。
Citizens’ participation in administration is one of the main ways to restrict unilateral legislation, realize administration according to law and supervise administrative legitimacy. The contemporary government and people urgently need to conduct a more comprehensive and in-depth study on the participation of citizens in administrative affairs. First of all, through the exploration of fairness and impartiality theory, we clarify the theoretical role of citizen’s administrative participation, and then through the concrete analysis of our country’s national conditions, we conclude the practical significance of promoting citizen’s administrative participation in our country. This paper argues that citizen participation in administration is the driving force to promote administration according to law, and that citizens should be encouraged to participate in administrative channels, improve the administrative and legislative procedures, and create better conditions for promoting citizen participation in administration.
