福建省通过发展民营林业,推动了农村经济结构的战略性调整,搞活了国有林场,促进了国有森工企业富余职工再就业,拓宽了林业筹资渠道。发展民营林业利国利民,应认真研究并解决影响其发展的关键问题。包括进一步放活林地使用权,切实减轻税费负担,加大对农民的投资扶持力度,适当放宽采伐限制,打破独家经营,加强管理,兼顾生态效益等。
Through the development of private-owned forestry, Fujian Province has promoted the strategic adjustment of the rural economic structure, invigorated the state-owned forest farms, promoted the re-employment of the surplus state-owned forest industry workers and broadened the channels for forestry fund-raising. To develop private forestry benefit the country and people, we should seriously study and solve the key issues that affect its development. Including the further release of forest land use rights, and effectively reduce the tax burden, increase investment in farmers support efforts, the appropriate relaxation of logging restrictions, breaking the exclusive management, strengthening management, taking into account the ecological benefits.
