Japan’s first underground shopping mall completed in 1932. By 1985, there were 76 underground shopping streets with a total area of 818,000 square meters. Among them, about 27.4% were public pedestrian walkways, etc .; 29.5% were shops; 26.6% were parking places; and 16.4% were machinery and equipment occupied areas. These figures show that the access point and parking area equivalent to the store area is guaranteed. In 1973, the Ministry of Construction, the Ministry of Transport, the National Police Office and the Fire Department issued a joint circular advising that stricter regulations should be formulated for underground shopping streets. Currently, only Kawasaki City Station and the nearby underground street are still under construction.
