交通行业的管理体制事关整个行业的生态,我结合发言,讲几点意见:第一点是强监管。下一步的交通管理体制是以减政放权为主,但是大的背景下还是要强调中央层面的强监管。首先,强监管体现了决策规划的“强规划”。从整个交通来讲,国道的规划在中央层面,省道的规划在地方,但是实事求是说,省道的规划是一变再变,一增再增,比如省道向国家要钱后升级变成国道,比如本来可以建普通公路的结果建了高速公路,我认为是有些部门工作有缺失。
