环境法治是实现国家生态环境治理现代化的重要依托。推进生态文明建设,实现美丽中国梦想,就必须突出法治在国家生态环境治理中的地位。改革开放以来,我国环境法治建设虽然取得显著成效,但也存在着诸如环境立法滞后、环境执法不严、环境司法不公和环境守法不到位等问题,严重制约了国家生态环境治理现代化的推进过程。因此,必须坚持依法治国的基本方略,通过科学立法、严格执法、公正司法、全民守法,切实将国家生态环境治理纳入法治的轨道。
Environmental rule of law is an important support for the modernization of national ecological environment. To promote the construction of ecological civilization and realize the beautiful Chinese dream, we must highlight the status of the rule of law in the management of the state’s ecological environment. Since the reform and opening up, although China has made remarkable achievements in environmental law and order construction, there are still some problems such as lagging environmental legislation, lax environmental enforcement, unfair environmental justice and abiding by environmental laws, which have seriously hampered the promotion of the modernization of national ecological environment. Therefore, we must uphold the basic principle of governing the country according to law, and earnestly bring the governance of the state’s ecological environment into the path of the rule of law through scientific and scientific laws, strict law enforcement, fair judiciary and law-abiding by the people.
