从管理理论角度而言,管理已由传统管理阶段经科学管理阶段步入了现代管理阶段。随着高新技术的发展与应用,现代管理越来越直接地遍及军队管理的方方面面,并且可以由管理手段的先进程度和适度与否来考察、评估该部队的综合能力、综合素质。但是,在基层部队中,管理常常是理论指导浅薄,方式方法简单,不少单位以为制定出一系列严厉的处罚、制裁条款即可提高干部战士的责任心,使之“触及灵魂”,就可以保证各项任务完成,减少或杜绝事故,案件的发生,就可以减免管理工作的经常性、持久性。这就是所谓“以罚代管”。
