目的建立职业健康检查机构监督管理指标体系,进行长效规范的监督管理。方法职业健康检查机构的监督检查指标由市级卫生监督所工作人员初步拟订后,再组织8~10名专家,采用无记名打分,综合平均,确定各指标权重后得出。结果职业健康检查机构的监督检查指标有接受委托、确定对象、确定项目、实施职业健康检查、出具职业健康检查报告、机构管理等6个方面25个指标。监督检查指标在2004年某市体检机构获得资质后1年及2008年机构资质延续时进行了运用,2008年的指标总体合格率高于2004年,尤其是关键项的合格率,而一般项的合格率有所下降,提示工作量较大时加强管理的重要性。结论已建立的该套职业健康检查机构监督管理指标经实际运用,证实其指标是可靠的,方法是可行的,值得推广。但人员胜任特性的管理指标还有待探索完善。
Objective To establish an indicator system for the supervision and management of occupational health inspection agencies and conduct supervision and management of long-term norms. Methods After the supervision and inspection indicators of the occupational health examination institution were initially formulated by the staff of the municipal-level health supervision office, 8 to 10 experts were reorganized and scored by using a secret score and a comprehensive average to determine the weight of each index. Results The indicators of supervision and inspection of occupational health examination institutions were 25 indicators in six aspects: acceptance of entrustment, identification of targets, determination of projects, implementation of occupational health examination, issuance of occupational health examination reports and management of institutions. Supervision and inspection indicators in 2004, a city medical institutions to obtain qualification after 1 year and in 2008 when the extension of institutional qualifications carried out, in 2008 the overall indicator of the pass rate is higher than in 2004, especially the key items of the pass rate, while the general The passing rate has declined, suggesting the importance of strengthening management when the workload is high. Conclusion The set of indicators of supervision and management of occupational health examination institutions has been established and proved to be reliable, and the method is feasible and worthy of promotion. However, the management of staff competency characteristics have yet to be explored.
