所谓积极的财政政策，是通过扩大财政支出，使财政政策在启动经济增长、优化经济结构中发挥更直接、更有效的作用。那么，中国政府决定加大实施积极财政政策的力度，通过增发国债来增加财政支出，是怎样考虑的呢？在通货紧缩阶段，实施积极的财政政策，对经济的拉动作用明显。
The so-called proactive fiscal policy is to make the fiscal policy play a more direct and effective role in starting economic growth and optimizing the economic structure through expanding fiscal expenditures. So what is the Chinese government’s decision to increase its efforts to implement a proactive fiscal policy and increase its fiscal expenditure through issuance of government bonds?
