山西省阳泉市现有工会组织2900多个,其中小型非公有制企业就占到了80%以上,长期以来,由于工会小而散,职工很难获得和企业老板平等对话的权利。阳泉市总工会突破原有模式,对以前的小型工会进行整合,按照地域相近、行业相同的原则,创造性地建立起一条街工会联合会、楼宇工会联合会、餐饮工会联合会这样的基层工会组织,通过联合,用同一个声音来说话,就提升了工会维权的层次,加大了维权工作力度。目前,阳泉市的工会组建率达到99%,劳动争议比3年前下降37%。阳泉市这一发挥“工会的联合力量”的举措,引起了社会各界的广泛关注———
