西部资源开发区是我国重要的生态屏障地区,也是我国生态环境破坏最为严重和生态治理最为紧迫的地区之一。生态治理需要巨大的资金投入。传统的单一财政资金远远不能满足需要。经济新常态下的产能过剩导致大量社会资本闲置,资源型资本亟待退出资源开发实现转型升级。应该因势利导引导鼓励社会资本进入生态治理领域。为此,探索市场化生态新政,形成以社会资本为主体的生态治理模式,建立多元投入的体制机制,对于大力推动西部资源开发区的生态治理,促进资源型社会资本转型升级等均有重要的现实意义。
Western Resource Development Zone is an important ecological barrier in our country and one of the regions where ecological environment has the most serious ecological damage in our country. Ecological management requires huge capital investment. The traditional single fiscal funds are far from meeting the needs. Overcapacity in the new normal economy led to a large number of social capital idle, resource-based capital urgently need to withdraw from the development of resources to achieve transformation and upgrading. We should guide the general public to encourage social capital into the field of ecological governance. Therefore, it is important to explore the new policies of market-oriented ecology, form the ecological governance model with social capital as the main body, and establish the institutional mechanism of diversified investment.
