能源发展规划不仅与能源结构、供用能方式、工业结构和布局等的现状及发展变化趋势有关,而且和大气环境质量规划密切相关,是一个复杂的系统工程问题。过去这方面的规划决策管理工作缺少综合优化规划的定量方法。本文所给出的模型能够定量描述北京各城,近郊区能源供求数量、供用能方式、工业结构和布局、城市发展情况等方面和大气污染程度(大气质量)间的关系及变化规律,能够综合协调分析,为决策者制定能源与环境系统综合规划方案及多方案优选提供定量依据。
The energy development planning is not only related to the current situation and development trend of energy structure, energy supply and consumption mode, industrial structure and layout, but also is closely related to the atmospheric environment quality planning. It is a complicated system engineering problem. In the past, planning and decision-making management in this area lacks quantitative methods for comprehensive optimization planning. The model presented in this paper can quantitatively describe the relationship between the amount of energy supply and demand, energy supply and consumption patterns, industrial structure and layout, urban development and the degree of atmospheric pollution (air quality) in Beijing’s suburbs and suburbs, Coordinate and analyze, and provide the quantitative basis for the decision maker to formulate the integrated planning scheme and multi-program optimization of energy and environment system.
