当前农村群体突发事件属于人民内部矛盾范畴，但包含局部对抗的性质，它具有群体性、突发性和局部对抗性的特征。此类事件的频繁发生，一方面暴露了我国农村的一些深层问题，另一方面破坏了正常的社会秩序，损害了党和政府的形象，干扰了“以经济建设为中心”的基本路线的贯彻执行，因此必须把握其规律，消除不安定因素，从源头解决问题。一旦发生了突发事件，有关领导必须果断决策，控制事态的发展。同时，要彻底解决农村的干群矛盾、利益矛盾。
At present, the emergencies in rural areas belong to the category of contradictions among the people, but they contain the nature of local confrontation. They are characterized by groupiness, suddenness and partial confrontation. The frequent occurrence of such incidents exposes some deep-rooted problems in rural areas of our country on the one hand and undermines the normal social order on the other hand, undermines the image of the party and the government and interferes in the implementation of the basic line of “taking economic construction as the center.” Therefore, we must grasp its laws, eliminate the factors of instability and solve the problems from the source. In the event of an emergency, the relevant leaders must make decisive decisions and control the development of the situation. At the same time, it is necessary to completely solve the contradiction between cadres and masses in the countryside and conflicts of interest.
