我国目前现行的道路通行费收费方法延续于五十年代,是按大、中、小车型收费,存在极大的不合理性,鼓励了违章超载者,使超载现象愈演愈烈,而且导致“大车小标”投机现象,对道路桥梁形成了极大的破坏力,造成公路税费大量流失。因此我们需要寻找一种科学计量和合理量化的收费方法,以经济的杠杆作用下,调动社会力量以积极的响应。公路计重收费,也就是根据车货总质量超过轴限的比例按照不同费率收取公路通行费。本文给出了计重收费的关键技术原理和实现方法,设计出了适用我国公路运输现状的计重收费系统,并对车辆的进行了仔细可行的分离。利用高技术手段将动态车辆检测与自控技术相结合,实现了计量收费自动化、科学化、规范化,提高了路桥收费管理机构的管理水平。
The current toll collection method in our country lasted for about 50 years. It was based on charges of large, medium and small cars. There was a great deal of irrationality. Encourage illegal overloading, intensified the phenomenon of overloading, and led to “carts Small targets ”speculation, the road bridge formed a great destructive power, resulting in a substantial loss of highway taxes. Therefore, we need to find a scientifically measured and reasonably quantified method of charging that mobilizes social forces to respond positively with economic leverage. Road toll, that is, according to the proportion of the total mass of vehicles over the shaft limit in accordance with the different rates charged tolls. In this paper, the key technical principles and implementation methods of toll collection are given, and a weight-charging system suitable for the status quo of road transportation in China is designed. The vehicle is carefully and practically separated. The use of high-tech means of dynamic vehicle inspection and automatic control technology combined to achieve the metering automation, scientific and standardized, and improve the management level toll collection agencies.
