对于任何一个国家而言,灾害治理是政府社会管理的基本职能。在灾害治理中,政府发挥的作用是其他公益组织所不可取代的。在灾害治理中,政府必须而且应该发挥主导作用。但这种主导作用并非包揽一切,因为政府功能也有其边界与限度。而公益组织在某些方面却可以发挥政府所起不了、不好起、起不好的作用。影响全社会的灾害,要动员全社会来治理,这不仅包括政府,也包括各种社会力量。其中,公益组织就是一种重要的社会力量。本文以昙花一现的“遵道模式”为案例分析灾害治理中政府与公益组织协同协作的得与失。
For any country, disaster management is the basic function of government social management. In disaster management, the role that the government plays is irreplaceable by other nonprofit organizations. In disaster management, the government must and should play a leading role. But this dominant role is not sweeping everything because government functions also have their boundaries and limits. In some ways, nonprofit organizations can play a role that can not be played by the government. Affect the disasters of the whole society, to mobilize the whole society to govern, including not only the government, but also all kinds of social forces. Among them, nonprofit organizations are an important social force. This article analyzes the gains and losses of coordination and cooperation between government and nonprofit organizations in disaster management based on the case of “Zun Road Model”.
