国有企业的改革已经进入解决深层次矛盾的攻坚阶段,而深层次矛盾除了体制和机制创新外还有个突出的矛盾就是人力资源的合理配置,在人力资源合理配置过程中,怎样通过激励机制的不断完善和有效实施来激发经营者和员工的工作积极性和创造性,是搞活搞好国有企业的又一个重要因素。目前,从国有企业建立激励机制的现状来看,首先要解决的是经营者的激励问题,因为经营者既是企业的决策者,又是企业的管理者,他们的素质和积极性问题直接主导企业的生存和发展。其次是在物质激励的基础上,怎样完善精神激励,以满足广大员工的精神需求。所以,企业要创建有自身特点的企业文化;创建精确而公平的激励机制;创建多种激励综合运用的机制,以调动不同阶层,不同岗位,不同文化背景员工的工作积极性和创造性。笔者通过结合同煤集团、兖州集团、联想等在建立和完善激励机制实践中的一些经验和体会,粗浅地探讨了国有企业在建立和实施激励机制的过程中,要注意把握的原则和需要考虑的问题,以便推动国有企业激励机制的不断完善。
