当前民营经济发展面临诸多困局。本文选取“劳动力成本、外贸运行、融资成本”三个视角进行剖析,并提出应对之策:重新审视和调整完善涉及劳资关系的法律法规体系,使劳动力成本的理性回归成为政府、社会和经济主体互助互担的共同责任;政府应该对成功转型抑或初创型外贸(跨境电商)企业加大政策帮扶力度,强化供给侧改革,持久地增强外贸发展动力;探索建立规范有序、透明公正、兼顾各方利益的创新型融资方式和以“政府投资引导基金”为代表的金融创新体系,破解融资难、难融资的“怪圈”。
At present, the development of private economy faces many difficulties. In this paper, the author chooses “labor cost, foreign trade operation and financing cost” to analyze and propose countermeasures: re-examine and adjust the laws and regulations involving the relationship between labor and capital so that the rational return of labor cost can become the government, society and Economic subjects, mutual assistance and mutual benefit of the main economic responsibility; the government should be successful transition or start-up foreign trade (cross-border e-commerce) enterprises to increase policy efforts to help strengthen the supply-side reform, and lasting enhance the momentum of foreign trade development; explore the establishment of a standardized, Transparent and fair, take into account the interests of all parties innovative financing and “government investment guide funds” as the representative of the financial innovation system, crack financing difficult, difficult to finance “circle”.
