This paper reviews the practice of democratic politics in China’s rural areas since the 1980s, and uses the expanded system of supply and institutional change theory to analyze the prospects and difficulties of its development. The final conclusion is that the democratic system in western society developed from the foundation of civil society. The characteristics of Chinese political society determine that the foundation of democratic political development should be rural society. Rural villager autonomy provided the evolution of China’s democratic political system Feasible initial system conditions; and achieving a balanced Chinese democracy is a gradual and long-term process.
