公安院校参照公务员管理后,科研人员晋升职称的渠道被封堵,以此为奋斗目标的科研动力不复存在,势必给学校科研工作带来负面影响,这种影响凸显了公安院校科研激励机制创新的必要性。以满足科研人员需要为着眼点,建立多渠道、全方位的科研激励机制,不仅可以有效消除参照公务员管理对科研工作的负面影响,而且可以全面激发科研人员的科研积极性,促进科研工作的持续发展。
