黑龙江省农垦工会办公室李方俭报道对流出和流入农场的劳动者分别实行“落地”型和“扎根”型会员发展管理计划,黑龙江省八五三农场工会对劳动者这种“处处都有‘家’,进会如进‘家’,离企不离‘家’”的会员发展和管理模式,不仅最大限度地将劳动者组织到工会中来,而且实现了会员发展与培养新型劳动者有机结合。目前,该场工会会员总数已达13650人,其中,30%为外来农民工,企业建会率和员工入会率均达到100%。
