中国科学院(简称中科院)在用人制度方面进行了一系列的探索与改革,特别是知识创新工程实施以来,建立了岗位聘用、项目聘用和流动人员相结合的灵活用人方式,逐步建立起与国际接轨的科技人才使用机制。本文主要对中科院用人制度和政策进行梳理,重点分析全员聘用、岗位聘用、项目聘用及人员流动等制度的创新性做法,从理论和实践两方面分析用人制度对创新的作用,揭示用人制度对创新的影响机理,进而提出用人制度存在的问题及相关建议。
Chinese Academy of Sciences (CAS) conducted a series of explorations and reforms on the employment system. This paper mainly reviews the employment system and policies of the Chinese Academy of Sciences and focuses on the analysis of the innovative practices of full employment, job hiring, project hiring and personnel turnover, and analyzes the role of employment system in innovation from both theoretical and practical aspects to reveal the employment system. Innovation impact mechanism, and then put forward the employment system problems and related suggestions.
