西藏自治区拉萨市人民政府日前出台了《拉萨市建设领域支付民工工资保障办法》办法规定了施工企业招用农民工实行工资支付保证金制度,不诚信的企业将纳入黑名单。该办法要求,施工企业招用民工,必须依法签订书面劳动合同。市人力资源和社会保障局行政主管部门应当制定和推行规范的劳动合同文本。文本共一式两份,由施工企业和民工各持一份。同时加强对施工企业与民工订立和履行劳动合同的指导和监督。
Lhasa Municipal People’s Government of Tibet Autonomous Region recently promulgated the “Measures for the Protection of Wages for Migrant Workers in the Field of Construction in Lhasa”, stipulating that the construction enterprises should hire migrant workers to implement the wage payment guarantee system, and enterprises that are not honest will be blacklisted. This approach requires that construction workers hire migrant workers must sign a written labor contract according to law. The municipal administrative department of human resources and social security shall formulate and implement a standardized labor contract text. A total of two copies of the text by the construction companies and migrant workers each hold a copy. At the same time, we should strengthen the guidance and supervision of the construction enterprises and migrant workers on the conclusion and performance of labor contracts.
