中国人对世界贸易组织(WTO)的认识已经从纸上谈兵进入到了实战操作阶段。在这一阶段中,需要对一些理论问题有所解释。例如,WTO的所有规则都是为企业制定的,并且要由企业来实践,但它却不是WTO的成员。如此,那么应如何看待企业在WTO中特殊的法律地位呢?再如,中国花费15年的时间终于获准加入自由贸易的体系,但迎头碰上的却是反倾销等保护主义的大棒,那么应如何看待WTO游戏中的自由与保护呢? 从本期开始,程大为博士将用剥开WTO体系中种种表现的形式,深入透析该体系中的问题并提出警示。为了方便阅读,本刊将按照逻辑顺序,分别推出WTO体系论、WTO博弈论、WTO过程论、WTO异化论和WTO改革论五大内容以飨读者。
Chinese people’s understanding of the World Trade Organization (WTO) has entered the actual combat operation stage from the discussion on paper. At this stage, some theoretical issues need to be explained. For example, all the rules of the WTO are for the enterprise and are to be practiced by the enterprise, but it is not a member of the WTO. So, how should we view the special legal status of enterprises in the WTO? For another example, after China has finally gained permission to join the free trade system in 15 years, the headline of protectionism such as anti-dumping is on the way. How should we treat the freedom and protection in WTO games? From the beginning of this issue, Dr. CHENG Dawei will thoroughly analyze the problems in the system and give warnings by using the various forms in the system of the WTO. In order to facilitate reading, we will introduce the five major elements of WTO system theory, WTO game theory, WTO process theory, WTO alienation theory and WTO reform theory in the logical order.
