本文作者系所罗门管理咨询公司 (SAI)副总裁 ,资深的咨询专家 ,有关他的业务背景 ,本刊上期刊载其另一篇文章时已作了简略介绍。“Reliability”一词据SAI专家解释应为装置的耐用度 ,是评价烯烃工厂绩效时非常重要的一类指标 ,对工厂经济效益有显著的影响 ,近年来国内烯烃工厂按SAI评价方法所作的绩效分析表明 ,耐用度指标落后也是与国外先进水平差距的一个重要方面。在当前中国石化已在境外成功上市的新形势下 ,刊登本文旨在为国内拥有烯烃装置的石化企业在微观管理上与国际接轨 ,提供一些可资借鉴的经验。评价指标体系的设置及定义是SAI绩效分析方法的核心 ,而指标设置的基础在于管理的理念。阅读本文可以发现 ,作者的着力点并不是介绍或推导如何测度或计算耐用度各指标方法 ,而是宣传一种应如何理解、把握从而改进耐用度的理念 ,对此并特别强调了应用先进控制 (APC)的重要意义和阐述了工厂各类技术人员在管理工作中的不同职责。建议读者循此思路 ,思考一下与国外同类工厂管理上的差别及造成此种差别的根源 ,相信必能从中获得某些启迪
The author of this article is a vice president of Salomon Management Consulting (SAI), a senior consultant who has a background in his business. A brief introduction to this article appeared in another issue of the journal. The word “Reliability” is interpreted by SAI experts as the durability of the device and is a very important indicator when evaluating the performance of olefin plants. It has a significant impact on the economic efficiency of the plant. In recent years, the performance of SAE evaluation methods has been performed by domestic olefin plants. The analysis shows that the backwardness of the durability index is also an important aspect of the gap with the advanced level in foreign countries. Under the new situation in which Sinopec Corp. has been successfully listed overseas, the purpose of this paper is to provide petrochemical enterprises with olefin plants in China with international standards in micro-management and provide some experiences that can be used for reference. The establishment and definition of the evaluation index system is the core of the SAI performance analysis method, and the foundation of the indicator setting lies in the concept of management. Reading this article, we can find that the author’s focus is not to introduce or infer how to measure or calculate the indicators of durability, but to publicize a concept that should be understood and grasped so as to improve durability. In this regard, special emphasis is placed on the application of advanced controls. The significance of (APC) and elaborated on the various responsibilities of various technical personnel in the management of the factory. The reader is advised to follow this line of thinking and think about the difference between the management of similar factories abroad and the root causes of such differences. I believe that certain enlightenments will be obtained from this.
