贯彻落实2011年中央1号文件和中央水利工作会议精神,推进水利改革发展实现新跨越,保障资金投入是关键。继中央一系列支持水利改革发展的重要政策措施相继出台后,2012年2月29日,由中国人民银行等七部委联合发布的《关于进一步做好水利改革发展金融服务的意见》(以下简称《意见》),成为贯彻落实中央关于水利决策部署的又一政策措施。《意见》的发布是中央各有关部门落实《中共中央国务院关于加快水利改革发展的决定》和中央水利工作会议关于“加强对水利建设的金融支持”和“广泛吸引社会资金投资水利”要求的重要举措,对于引导金融资源更多投向农田水利和水利基础设施等经济瓶颈领域和薄弱环节,进一步改进和加强水利改革发展金融服务,提出了多项具体的政策措施和改革要求。准确理解《意见》内涵,才能正确执行《意见》规定,用好政策,把七部委支持水利改革发展的金融支持政策措施落到实处。本期特约请水利部财务司和国家开发银行、中国农业银行、中国农业发展银行等金融机构的有关领导和专家,撰写有关《意见》的分析和解读文章,同时约请了辽宁、广东、贵州等地专家介绍他们各自在利用相关财政政策、金融服务手段等,建立水利投入稳定增长机制方面的经验和做法,供各地学习、借鉴。
It is the key to implement the spirit of the No. 1 Central Document No. 1 and the Central Water Conservancy Working Conference held in 2011, push forward the reform and development of water conservancy to realize a new leap forward and ensure capital investment. Following the launch of a series of important policies and measures of the Central Government to support the development and reform of water resources, the “Opinions on Further Improving Water Conservancy Reform and Development of Financial Services” jointly promulgated by seven ministries and commissions such as the PBC on February 29, 2012 (hereinafter referred to as “ Opinions ”) has become another policy measure implemented by the Central Government on the deployment of water conservancy decisions. The release of “Opinions” was formulated by the Central Government’s relevant departments to implement the “Decision of the CPC Central Committee and State Council on Accelerating the Development of Water Conservancy Reform” and the Central Water Conservancy Working Conference on “Strengthening Financial Support to Water Conservancy Construction” and “Extending Social Capital to Water Conservancy” “The important measures required are numerous specific policy measures and reform requirements for guiding more financial resources to areas such as economic bottlenecks and weak links in farmland water conservancy and water conservancy infrastructure and further improving and strengthening water conservancy reform and development of financial services. By accurately understanding the connotation of ”opinions,“ we can correctly implement the ”Opinions“ and make good use of policies to effectively implement the financial supportive policies and measures that the seven ministries support the reform and development of water resources. In this issue, the Finance Bureau of the Ministry of Water Resources and the relevant leaders and experts from financial institutions such as China Development Bank, Agricultural Bank of China and Agricultural Development Bank of China are invited to write their own articles on analysis and interpretation of ”Opinions," and invite Liaoning, Guangdong and Guizhou Experts introduced their respective experiences and practices in using the relevant fiscal policies and financial service means to establish a mechanism for steady growth of investment in water resources for their learning and reference.
