全国总工会档案处的档案鉴定工作是在一九八六年恢复处级建制后逐步提到日程上来的。该处存有一九四八年~一九六六年的档案一点二万多卷。这些档案是按各产业工会划分保管单位,不属全总全宗范围。在鉴定这部分档案过程中,档案处采取了按不同全宗分别进行鉴定的方法。全总办公厅及档案处领导经多次研究,考虑到完全依靠档案处的力量很难如期完成鉴定任务,因此决定在各立卷单位中聘请即将离退休人员,同档案处人员共同承担本全宗的鉴定任务。自聘请邮电工会和铁路总工会三位离退休同志帮助鉴定工作以来,我们感到这个办法有以下三方面的好处: 一、老同志从事本产业工会工作时间长,熟悉工会业务,许多较重大的工作都是他们亲身经历过的。在鉴定工作中避免了失误,保证了质量。
