近日,中国十大“堵城”报告出炉。报告指出,在2014年第二季度全国重点拥堵城市中,上海、杭州、北京高居前三。最拥堵时期集中在端午、五一小长假前夕;通勤早高峰在周一,晚高峰在周五。拥堵平均延时指数为2.02(即因交通拥堵,公众出行需花费非拥堵状态下两倍以上的时间到达目的地),城市平均旅行长度约为11.33公里,平均速度约为25.83公里/小时,平均旅行时间约为26.31分钟,平均拥堵时间约为13.30分钟。交通拥堵作为中国大中型城市最受诟病的城市病之一,日益凸显。城市交通治理只靠简单的人力已经无法适应社会经济发展,特别是随着国民经济
