1994年以来,杭州市天长小学拓宽思路,利用多种形式丰富“雏鹰争章”活动;《少先队辅导员工作纲要(试行)》(以下简称《纲要》)颁布后,学校辅导员和队干部纷纷献计献策,努力落实《纲要》中各项争章实践活动。今天的天长小学,在“开发潜能、发展个性”理念的指引下,呈现出“人人有成功的喜悦、月月有争章的计划、天天有进步的目标、时时有奖章的激励”的氛围。无论是考评中队基础章、申报年级兴趣章,还是争夺学校特色章、校外基地章,天长小学的队员们都表现出了极高的参与热情。
