网络时代,公共信息政策越来越深入到政治、经济、社会等各领域,对政府而言,公共信息政策的制定并非易事,面临着极其复杂的挑战。Galvin的信息政策问题分类法从信息的获取权、所有权和隐私权入手,界定了当前信息政策领域面临的基本问题,是分析公共信息政策的重要框架。本文将以此为指引,分析沸沸扬扬的“绿坝”事件之内在逻辑,欲探究制定成功的公共信息政策的有利因素。
In the Internet age, the public information policy is deepening to the political, economic and social fields. For the government, the formulation of public information policy is not easy and faces extremely complicated challenges. Galvin’s classification of information policy issues starts with the acquisition, ownership and privacy of information, defines the basic issues facing the current information policy field, and is an important framework for analyzing public information policy. This article will use this as a guideline to analyze the inherent logic of the uprising “Green Dam ” incident and to explore the favorable factors in formulating a successful public information policy.
