我国高速公路大中修改建工程的管控模式普遍存在一个缺陷,即项目管养单位(项目业主)的管理职能被过度缩减。这是导致工程容易失控,并进而引发工程安全、质量、进度、成本等方面问题的重要原因。本文认为应重新认识项目管养单位在工程中的地位和作用,并强化其在组织协调、工程监控、风险防控等方面的重要职能。只有全面发挥其职能,才能确保工程可控、有序的展开。
There is a common defect in the management and control mode of large and medium-sized reconstruction projects of expressways in our country that the management functions of project custody units (project owners) are over-reduced. This is an important reason that causes the project to get out of control easily and then lead to the project safety, quality, schedule and cost. This paper believes that the project custody unit should regain its position and role in the project and strengthen its important functions in organization and coordination, project monitoring and risk prevention and control. Only by giving full play to its functions can we ensure that the project is controlled and orderly.
