分析传统制造业发展的三种路径,缩减规模、产业转移和科技创新,认为只有通过科技创新才能将传统制造业逐步向微笑曲线的右端移动,实现产业低碳升级和转型。在此基础上构建了涵盖了经济、社会和生态的31个三级指标构成的制造业升级效果评价指标体系,用来衡量制造业升级的效果,并利用ANP方法构建指标的内部网络层次结构,通过专家评分得到评价体系中指标的权重。
Analyze the three paths of the traditional manufacturing industry, reduce the scale, industrial transfer and technological innovation, and think that only through the technological innovation can the traditional manufacturing industry be gradually shifted to the right end of the smiling curve so as to realize the industrial low-carbon upgrade and transformation. On this basis, an evaluation index system of manufacturing upgrading effect consisting of 31 three-level indicators covering economy, society and ecology is constructed to measure the effect of manufacturing upgrading. The ANP method is used to construct the internal network hierarchy of indicators, The weight of the index in the evaluation system is obtained through expert rating.
