目的评估北京市3个区县职业病防治工作,促进用人单位加强职业病危害管理,促进职业卫生监督工作顺利开展。方法随机选择密云县、朝阳区、平谷区3个区县70家用人单位,现场审查用人单位负责人及新入职和转岗人员职业卫生培训情况、职业健康检查情况、职业病危害因素检测和告知情况、监督检查覆盖情况等相关资料,以评估用人单位和区县安全生产监督主管部门的职业病危害防治工作。结果 70家用人单位负责人培训合格率为95.71%,新入职和转岗人员培训合格率为70.27%,职业健康检查合格率为66.67%,危害因素检测合格率为60.34%,危害因素告知合格率为71.43%,监督检查覆盖合格率为91.43%。结论北京市三区县的职业病防治工作存在的问题较多,建议增加各区县安全生产监督主管部门执法人员数量,提升专业技术水平,落实用人单位职业病防治主体责任。
Objective To evaluate the prevention and control of occupational diseases in 3 districts and counties in Beijing, promote the management of occupational hazards by employing units, and promote the smooth implementation of occupational health supervision. Methods A total of 70 employer units in 3 districts and counties of Miyun County, Chaoyang District and Pinggu District were randomly selected to examine on-the-spot occupational health training, occupational health examination, detection and notification of occupational disease hazards, Supervision and inspection of coverage and other relevant information to assess the employer and district safety supervision departments in charge of occupational hazards prevention and control work. Results The qualified rate of training of 70 heads of employers was 95.71%, that of new recruits and transfer workers was 70.27%, that of occupational health examination was 66.67%, that of harmful factors was 60.34%, and that of harmful factors was 71.43%, supervision and inspection coverage of 91.43% pass rate. Conclusion There are many problems in the prevention and treatment of occupational diseases in three districts and counties in Beijing. It is suggested to increase the number of law enforcement officers in charge of work safety supervision in all districts and counties, improve the professional skills and fulfill the responsibility of prevention and control of occupational diseases in employing units.
