為了开展农村工作,打通城鄉关係,在金融貿易方面,目前主要是推行人民幣下鄉,溝通城鄉物资交流。除省府即將組織工作組下鄉伸展工作外,各地亟須配合此方針做下列具體布置:一、貿易、銀行機構,按省委原决定,由各分區配備幹部,負責建立。除分區一級外,應選擇重要市鎮(交通便利,物產豐富的地區),立即设立據点,展開業務。每一據點,由少数老幹部掌握,实际業务可儘量使用進步的旧職員(要經過審查批准)。原省委指示曾規定貿易公司兼辦銀行業務,兹為求经营專業化,单位仍以分設為宜。經理可兼任,但须另配副職。如經理擅長资易業務可在銀行设副職,經理擅長銀行業務,則可在貿易公司设副职。
