在农业大而不强的国情下,在农村人口和第一产业产值比重逐年减小的经济社会走势下,我国社会主义新农村的建设面临着诸多困境。在此背景下,高等院校在新农村建设中应承担起如下使命:改造传统农业,促进生产转型;拓展农村产业,促进经济转轨;提升农民素质,促进人口转移;塑造乡村文化,促进风貌转变;引导村治民主,促进体制转化。
Under the conditions of large and not strong agriculture, under the economic and social trend of decreasing the proportion of rural population and the output value of the primary industry year by year, the construction of a new socialist countryside in our country faces many difficulties. Under this background, institutions of higher learning should undertake the following tasks in the construction of new countryside: transformation of traditional agriculture, promotion of production and transformation; expansion of rural industries and promotion of economic transition; upgrading of peasants’ quality and promotion of population transfer; shaping rural culture and promoting the transformation of style ; Guide village to democracy and promote system transformation.
