●我国正处于改革的攻坚阶段。只有加快推进改革,才能为如期建成完善的社会主义市场经济体制打下良好基础;才能从根本上消除经济运行中的不稳定不健康因素,促进经济持续较快发展和良性循环;才能完善落实科学发展观的体制保障。●今后一个时期经济体制改革要以转变政府职能和深化企业、财税、金融等改革为重点,特别是继续推进涉及经济结构调整和增长方式转变、涉及政府职能转变、涉及对外开放、涉及维护人民群众利益的改革。●完成改革攻坚阶段的重大任务,不仅要加大改革力度,还要加强对改革的组织领导和统筹协调,把行之有效的改革措施规范化、制度化和法制化,处理好改革发展稳定的关系。●党的十六届五中全会通过的《建议》指出,“我国正处于改革的攻坚阶段,必须以更大决心加快推进改革,使关系经济社会发展全局的重大体制改革取得突破性进展。”深刻领会和认真落实这一重要部署,对于全面深化体制改革,完成全面建设小康社会的任务,具有十分重要的意义。
