1991年10月9日,国际货币基金组织(IMF)发表了关于1992年世界经济增长预测。据该组织预测,基于1991年世界经济总体0.9%的实际增长率和自1982年以来的持续低增长,1992年的世界经济增长率可恢复到2.8%。IMF 指出,在景气恢复的过程中,为了防止通货膨胀和解决今后平均每年高达1000亿美元的世界性资金不足问题,必须提早紧缩金融,削减财政赤字,而且特别重要的是必须减少军费支出。
October 9, 1991, the International Monetary Fund (IMF) published on the 1992 world economic growth forecast. According to the organization, based on the actual growth rate of 0.9% of the world economy in 1991 and the sustained low growth since 1982, the world economic growth rate in 1992 can be recovered to 2.8%. The IMF pointed out that during the recovery of the economy, in order to prevent inflation and to ameliorate the global under-funding of up to 100 billion U.S. dollars a year, it is necessary to tighten the economy ahead of schedule and reduce the fiscal deficit. What is more important is the need to reduce military spending.
