北京铁路分局在迈向现代化企业制度的进程中,进行了深刻的改革,突出的一点就是劳动用工制度的变化。近几年,铁路系统企业除招收部分退伍军人和大中专毕业生外,基本不再额外招工,青工日益缩减,青年班组数量也相应日趋减少。“青年文明号”是北京铁路分局团组织创建工作的重要形式,随着改革发展,创建工作出现了两种情况:一是由于青年班组数量减少,个别系统单位甚至没有青年班组,创建活动呈现出后劲不足的局面。同时,经过几年的创建工作,全系统青年文明号活动开展的范围逐渐拓宽,总量增加。目前,
