阐述了上海近期发展轨道交通的必要性及其策略和目标定位。上海不能再把轨道交通看作一项只能在远期才能见效的工程,而应把它作为近期迫切的建设任务,采取优先发展、超常发展、跨越发展的策略。在21世纪初,上海应建成126km左右的轨道交通,使其线网初步形成框架。为此提出了线路高架化、结构小型化、车辆国产化、充分利用现有交通资源、优化配置道路空间资源以及调动各方面的积极性等对策
Expounds the necessity of developing rail transit in Shanghai and its strategy and target positioning. Shanghai can no longer regard rail transit as a project that can only work in the long run. Instead, Shanghai should take it as an urgent construction task in the near future and adopt a strategy of giving priority to development, extraordinary development and development across leaps. At the beginning of the 21st century, Shanghai should construct a rail transit of about 126km, so as to initially form a framework for its network. Therefore, some countermeasures are put forward, such as the line is elevated, the structure is miniaturized, the localization of vehicles is made, the existing traffic resources are fully utilized, the space resource is optimally allocated and the enthusiasm of all aspects is mobilized
