自2013年中共中央周边外交工作座谈会召开以来,中国经略周边从理念、战略的构思与布局,到具体项目的实施,周边形势总体向好,周边外交地位不断上升。同时,经略周边的结构性矛盾和认知落差,造成了中国与周边的信任赤字不断扩大,倒逼人文交流步伐加快。作为推动中国与周边关系的三驾马车之一,也是经略周边的“民心相通”主要平台,人文交流,将面临着前所未有的历史机遇,同时也面临一些现实挑战。
Since the convening of the symposium on diplomatic work around the CPC Central Committee in 2013, from the conception and layout of ideas and strategies to the implementation of specific projects around the periphery of China’s strategic plan, the overall situation in the periphery has been improving and the diplomatic status in the periphery has been on the rise. At the same time, the structural contradictions and perceived gaps in the periphery of the Circular have caused the continuous expansion of the trust deficit between China and the neighboring countries and accelerated the pace of exchanges in the humanities. As one of the troikas that promote China’s relations with its neighboring countries, it is also the main platform of “people’s common feelings” around the periphery of the project. Humanities exchanges will face unprecedented historical opportunities as well as some realistic challenges.
