项目规划,牵一发而动全局,正如同棋局上落子前的审时度势。因为落子无悔,所以棋中高手往往在落子之前要花费更多的心思去纵览全局。CIO们也是一样,在项目规划阶段如果棋差哪着,都会导致后面建设和使用中发生问题。因此,CIO们在项目规划阶段无不运筹帷幄,面对纷繁复杂的信息化系统,该做什么、该怎么做、花多少时间做、投入多少资金……这些都是项目规划阶段要考虑的问题。而在我们的调查中发现,所有成功实施信息化的企业,无不在项目规划阶段做足了功夫,因为CIO们明白,这帷幄之间决定的是整个信息化的成败。
