根据对经济效率和社会福利的作用不同,在市场结构的一般层面,把垄断区分为两种不同性质和作用的垄断,即具有积极作用的适当垄断和具有消极作用的不当垄断。目前我国国有垄断企业的垄断类型主要为自然垄断和少量的行政垄断,大多数垄断主要表现为由规模经济和较高市场集中度所带来的客观上的进入壁垒和控制价格,而不是人为地设置进入壁垒和抬高价格。因此,我国国有企业中的垄断,基本上表现为具有积极作用的合理的适当垄断。
