“更立西江石壁,截断巫山云雨,高峡出平湖。”毛泽东写于1956年的浪漫诗篇尽人皆知,但三峡工程却绝非毛泽东一个人的遐想。 孙中山早在19世纪末就提出了“平水患、兴水利”的主张。1919年他发愤著成《建国方略》,其中“实业计划”中提出“改良此(宜昌)上游一段,当以水闸堰其水,使舟得以溯流以行,而又可资其水力。”这位“革命先行者”对三峡工程的论述,更多的是革命者对国家建设的设想而非工程的实际规划。

As early as the end of the 19th century, Sun Yat-sen put forward the proposition of “flat water, water”. In 1919, he became angry with “the founding of a new nation.” Among them, the “Industrial Plan” proposed “to improve the upstream section of Yichang. When the dam is dammed with water, the boat can be traced back and the water can be supplied.” The “revolutionary forerunner”’s account of the Three Gorges Project is more about revolutionaries’ ideas of nation-building than the actual planning of the project.
