随着市场经济的发展、社会体制的改革,社会管理的主体由原来的单一政府变为政府、企业、非政府组织三者互补互助。社会管理主体的多元化使得非政府组织中的公益组织在社会管理创新中扮演着重要角色,发挥着弥补政府职能缺漏、满足社会需求、激发公民参与意识等作用。然而我国公益组织起步晚,发展不成熟的问题也推动了公益组织孵化园和公益创投两种培育公益组织新模式的诞生。两种培育模式不仅为公益组织提供了自身能力建设的平台,更在公益组织与政府之间扮演了桥梁纽带的角色,加强政府与第三部门的合作,真正实现“政社互动”的社会管理新格局。

The diversification of the main body of social management makes NGOs in non-governmental organizations play an important role in social management innovation, playing the role of making up for the lack of government functions, meeting the needs of the society and stimulating the awareness of citizen participation. However, the non-profit organizations in our country started late and the immature development also promoted the birth of a new mode of nurturing nonprofit organizations, such as incubator parks and non-profit ventures. The two modes of cultivation not only provide a platform for nonprofit organizations to build their own capacity, but also play a role as a bridge between the nonprofit organization and the government, strengthen cooperation between the government and the third sector, and truly achieve “mutual political and social relations” New pattern of social management.
