如何全面、有效评估省级电信运营商地市层面投资效益,实现资源高效投放,是各省电信运营商做好投资计划管理工作的关键问题之一。本文在传统评估方式的基础上,尝试通过从关键指标关联表现角度出发,结合电信运营企业自身特点,以对标全省均值为抓手,建立指标联动分析模型。并运用某省移动运营商的真实运营数据对模型进行验证及训练,从而实现了对地市投资效益做综合评估的目的。该分析模型旨在从另一角度提示省级电信运营企业在资源投放时,尽量避免资源投入放空,力求实现地市投资效益最大化。
How to comprehensively and effectively evaluate the investment efficiency of provincial-level telecom operators at the municipal level and realize the efficient delivery of resources is one of the key issues for telecom operators in all provinces to do a good job in investment plan management. Based on the traditional evaluation methods, this paper attempts to set up an index linkage analysis model by considering the meanings of key indicators and the telecom operators’ own characteristics. And use the real operation data of a province mobile operator to verify and train the model so as to achieve the purpose of making a comprehensive assessment of the investment efficiency of the city. The analysis model aims to remind the provincial-level telecom operators from another point of view when resources are put into operation, try their best to avoid putting resources into venting, and strive to maximize the investment returns of the cities.
