住宅质量的优劣不仅直接关系到人民群众的切身利益,而且关系到国家经济的持续健康发展和社会的和谐稳定。长期以来,我国住宅质量管理体系落后于住宅市场化的发展步伐,在住宅产权制度发生重大变化的情况下,质量控制的主体关系却不甚清晰,这使得政府至今仍然对住宅的质量承担着无限责任。这一角色定位夸大了政府功能,误导了社会公众,不仅违背了住房制度改革的初衷,不符合质量控制的一般规律,也会损害政府的公信力。因此,重新梳理住宅质量控制的主体关系,明确政府在住宅质量管理体系中的角色定位,重塑和再造住宅质量管理体系,是一个十分紧迫和必要的课题。
The pros and cons of housing quality is not only directly related to the immediate interests of the people, but also related to the sustained and healthy development of the national economy and the social harmony and stability. For a long time, China’s residential quality management system lags behind the pace of housing market development. In the case of major changes in the property ownership system, the main body of quality control is less clear, which makes the government still bear unlimited limits on the quality of housing responsibility. This role positioning exaggerates the function of the government and misleads the public. It not only violates the original intention of the housing system reform, does not conform to the general laws of quality control, but also undermines the credibility of the government. Therefore, it is an urgent and necessary task to sort out the main body of residential quality control, clarify the role of the government in the residential quality management system and reshape and rebuild residential quality management system.
