加快发展非公有制林业,让多种经济成分参与林业建设无疑将会给林业发展注入强大的生机和活力。森林、林木、林地的所有权和使用权分离,可以实现林业生产要素的合理配置,更准确地体现开发、经营者的生产价值,从而激发生产主体潜在的巨大积极性。我省的非公有制林业起步较早,在改革开放之初就以大户承包造林为主要代表形式引导绿色潮流。“九五”以来逐渐成熟并拓展,出现了农村集体经济、林业等有关国有经营单位拍卖、租赁或转让经营、管理范围内的森林、林木、林地和绿化用地使用权,集体、企业或个人购买或租赁林地、绿化用地使用权进行营林、造林、育苗等林业生产开发等多种形式,积累了一些成功经验。河北省人民政府在2002年1号文件《关于进一步加快林业发展若干政策的意见》中,对加快非公有制林业发展提出了明确要求,省林业局党组也把加快发展非公有制林业作为今年重点工作的三个突破点之一,积极探索行之有效的机制和方法,即将制定并出台《河北省民营林发展规划》,以此为契机掀起非公有制林业发展的热潮,为我省林业的跨越式发展推波助澜。本刊编辑部集中编发了一级各地发展非公有制林业的经验报道,为有关部门和林人提供参考。
