任何执政党和政府都不会允许高度无政府主义的混乱局面长期存在。“文化大革命”使国家陷入极度混乱之中,党和政府机构已不能作为全国性的组织发挥作用,国家通过军队来控制全国的局势,履行党政机关最基本的职能,军队全面长期地接管地方工作。在这场政治运动中产生的“革命委员会”实行一元化领导体制,囊括了党政权力,替代地方各级党政机关的权力机构,是战争时期党政军一元化体制的进一步发展,带有浓厚的军事色彩。有了统一的权力机构比无政府状态的天下大乱是一个进步,革命委员会的建立有利于稳定“文化大革命”所造成的既定格局。军队在革命委员会的组建和其权力体系中都占主导地位,军队成为“稳定”秩序的提供者。
