西德政府研究和技术部从1973年起就积极支持有关西德电视广播卫星技术的研究工作,几年来曾提出过几种设计方案。但是,由于当时政府认为电视广播卫星尚处于研究阶段,所以未纳入正式计划。到了最近几年,鉴于宇航工业界在电视广播卫星所需的各种重要技术(如行波管、太阳帆板、姿态及轨道控制技术)方面取得了重要的进展,因此,西德联邦政府才批准从1980年初开始正式研制电视广播卫星。在此之前,联邦政府与法国政府在1979年10月2日就两国联合研制电视广播卫星公用平台一事达成协议。西德电视广播卫星的试用星预计将于1983年用欧洲阿里安火箭或“美国航天飞机”
The German government’s Research and Technology department has actively supported research on satellite television broadcasting technology in West Germany since 1973, and several design proposals have been made in the past few years. However, due to the government’s view that television broadcasting satellites were still in the research phase at that time, they were not included in the formal plan. In recent years, given the significant progress made by the aerospace industry in various important technologies required for television broadcasting satellites, such as traveling wave tubes, solar panels, attitude and orbit control technology, the federal government in the West Germany Approved the official development of television broadcasting satellites from the early 1980s. Prior to this, on October 2, 1979, the federal government and the French government reached an agreement on the joint development of a common broadcasting and television broadcasting satellite platform between the two countries. The trial satellite for a West Germany television broadcasting satellite is expected to be launched by the European Alian rocket or “U.S. space shuttle”
