I. Organization Introduction The International Heifer Project Organization (abbreviated as HPI) is an unofficial rural development agency headquartered in Little Rock, Arkansas, USA. Eliminating hunger and poverty and improving the environment by providing smallholders with livestock, technical training and related services. Helping farmers to make livestock an inseparable part of the overall development of sustainable agriculture. In the 1930s, a civil war broke out in Spain. Dan West, an American farmer and some young people in the church, distributed milk powder and milk to the hungry children of the Civil War. This event prompted him to realize that these families really need “not a glass of milk but a cow.”
