河南省坚持转变发展方式的主线,以建设产业集聚区为抓手,不断优化产业结构和产业布局,带动了全省经济结构的优化调整,拉动了全省经济持续较快增长,增强了区域经济的竞争力,提升了全省的可持续发展水平,走出了新型工业化、新型城镇化和农业现代化协调发展的新路子。目前山西省产业空间布局相对分散,专业化水平不高,经济集聚效益没有得到有效提升,可以把产业集群发展战略升级为山西转型跨越发展的重大战略,尽快制定《山西省产业集群发展规划》,明确总体思路、重点领域和战略布局,出台支持产业集群发展的相关政策,推动山西经济社会的转型跨越与可持续发展。
