一、工资指导线发布及实施情况我省于2004年首次发布工资指导线,其后每年发布一次年度工资指导线。发布日期最早在5月份,最晚在11月份。基准线最高年份在2007年和2008年,最低年份在2009年,2011年和2012年发布的指导线无上线(见表1)。2008年国际金融危机对我国和我省经济运行产生了一定影响,并持续到2009年。我们在制定工资指导线时考虑了经济形势对工资增长的负面影响。
